December 2025
Presidents Report
Happy December, everyone,
I hope you and your families are healthy and doing well. Things are certainly getting busy in the schools with Christmas concerts and all the other holiday activities underway.
As you may have heard, our local is hosting a dinner and dance on December 13 at our usual venue. Please join us for a night of good food, door prizes, dancing, and a chance to relax and chat with one another.
We will be unveiling our bargaining proposals in January, and we will also be holding elections for several executive and shop steward positions. I’m hearing that many members are interested in stepping into these roles, which is great to see. If you’re considering running, please ensure you have someone ready to nominate you. I also recommend seeking nominations for multiple positions so you don’t miss out on an opportunity.
I’d like to remind everyone once again to fill out and submit your membership forms: cupe.ca/local-application-membership-form
It’s very important that we receive these forms so you can be added to our email list and stay informed about important updates, meetings, and upcoming social events.
I would like to congratulate Colin Parker and Vincent Bater on securing senior spareboard positions. Congratulations as well to Mhaiko Manuel, Joel Guino, Jim Gerald Espinosa, Selena Parent, Lucas Page, and Eric Nelson on securing spareboard positions. And congratulations to Anthony Maslen on securing a plumbing position.
Wishing you all a safe and happy holiday season on behalf of myself and the entire CUPE 382 executive.
In solidarity,
President

Message from the President – CUPE Local 382
Dear Members,
As President of CUPE Local 382, I would like to take a moment to remind everyone that, as a union, we follow a clear chain of command when addressing concerns or workplace issues.
If you have a concern of any kind:
• Tradespersons should first report the issue to their Foreperson.
• Custodians should first bring the matter to their C2, and then to their Foreperson if necessary.
If the issue remains unresolved after these initial steps, please bring it to the attention of your Shop Steward. Should you still not receive a satisfactory response or resolution, the matter should then be referred to the Lead Shop Steward(formerly known as the Chief Shop Steward).
At that stage, a discussion will take place between the Lead Shop Steward, your Shop Steward, the Vice-President, and myself to determine the most appropriate course of action. Depending on the situation, this may involve a discussion with the parties concerned or, if the matter involves management, it will be brought forward to the Labour-Management Committee.
The Labour-Management Committee will then meet with the employer’s representatives to discuss and address the reported concern. Following that meeting, your Shop Steward will communicate the outcome back to you.
As a union, we are a group of individuals united by common goals and shared interests. We support one another — we lift each other up, look out for one another, and share both laughter and challenges together. We do not take action individually; we are stronger when we stand together.
We strongly encourage CUPE 382 members to please attend our membership meetings which are on the 2nd Saturday of every month ( Except the summer) at 10am at Eagle View Elementary and this is your opportunity to voice your concerns and take part in shaping the locals path, your executive looks forward to seeing you at these important meetings that will give us all the ability to build stronger solidarity within our union
In solidarity,
Norman Isaac

CUPE 382 – President’s Message to the Membership
August 28, 2025
Dear Members,
I would like to take this opportunity to congratulate all of you on a job well done this summer. Your hard work and dedication during the summer cleanup, along with the many other important tasks completed while students were on break, has not gone unnoticed. Thank you for your continued commitment to keeping our worksites running smoothly and safely.
There’s not much to report on the bargaining front at the moment, as most parties involved have also been on summer break. However, your bargaining committee has been active throughout the summer. We met with our CUPE National Representative and worked on turning the concepts you’ve brought forward into formal proposals. These will be introduced and discussed at our next general membership meeting.
Our By-Law Committee also met this summer with the CUPE National Representative. They’ve made some important housekeeping changes and updates to our local’s bylaws, which we’ll be reviewing together in upcoming meetings.
I also want to gauge interest in an upcoming course being offered at the CUPE Fall School in Nanaimo:
WOMEN IN LEADERSHIP (CLC)
📅 November 3–6, 2025
🕘 9:00 AM – 4:30 PM daily
📍 Nanaimo
Spaces available: 12
Registration deadline: September 26, 2025
This course is designed for leaders who identify as women. It provides an opportunity to strengthen leadership skills and explore current and emerging labour issues. A key focus will be on communication and motivation—crucial tools for women activists. Participants will also explore their leadership potential, with sessions aimed at supporting those considering elected positions or helping others run. The course includes a Panel Discussion and Round Table during the week.

If you’re interested in attending, please let me know as soon as possible, as spots fill up quickly.
Thank you again for your dedication and solidarity. I look forward to seeing you at our next meeting.
In solidarity,
Norman Isaac

Dear Members,
As we approach the final month of our current contract, we want to update you on the progress of our bargaining efforts. Your input is crucial to us, and we recently distributed a bargaining survey to ensure we understand what matters most to you. To assist you with this, our mobilization committee visited all our sites, encouraging participation and gathering your insights.
We have received and compiled the survey results, which were then presented to your bargaining committee by CUPE BC. Our committee has met multiple times with our CUPE National representative, as well as held independent meetings to discuss the findings that resonate deeply with you.
The bargaining committee is committed to advocating for a safe work environment, fair treatment, and equitable compensation for all members. We want to assure you that your interests and concerns are at the forefront of our negotiations with the employer.
Please remember that this may be a lengthy process, but trust that your bargaining committee is dedicated to representing us all effectively. We appreciate your continued support and engagement as we navigate this important time together.
On a different note, as we enter the hot season, we urge all outdoor workers to stay hydrated and wear hats as necessary. To our custodial staff gearing up for summer clean-up, you have a tremendous task ahead of you. Please do your best, and let’s support one another, especially when it comes to moving heavy loads. Remember, many hands make light work!
I would also like to thank our social committee for setting up a golf tournament in June for all of us to enjoy. It looks like a great venue and a wonderful time to be had by all. You can find the information on our new website: 382.cupe.ca

President’s Report to Members
May 2025
Dear Members,
This month started off on a sad note as we mourn the loss of Crawford Orr, a dedicated member for over 20 years, who passed away on May 1, 2025. Our thoughts are with his family and friends during this difficult time.
Additionally, we recall that April concluded with sorrow due to the horrific incident at the Lapu Lapu festival. Our community has been touched deeply, and we stand together in support of those affected.
On a different note, Elisabeth Proud and I had the opportunity to attend the Cupe convention in Vancouver for four days. There, we engaged with Cupe members from all over British Columbia, where we voted on and passed several important resolutions, alongside the Cupe BC executives and representatives from Vancouver Island.
Looking ahead, I want to remind everyone that the bargaining committee will be discussing the results of the bargaining survey with our Cupe representative on May 8th. Your input is invaluable in this process as we strive for the best outcomes for all members.
Lastly, I want to emphasize the importance of mental health. If you find yourself struggling with your emotions or mental well-being, please do not hesitate to reach out for support.
Together, we will navigate these challenges and continue to foster a strong community.
In solidarity,
Norman Isaac
